Eminent Jurists' Panel on Terrorism, Counter-Terrorism and Human Rights

Mandate

The purpose of the Eminent Jurists’ Panel (EJP), a project of the International Commission of Jurists (ICJ) (link?) in Geneva, Switzerland, is to explore the global impact of new and old counter-terrorism measures on the rule of law and human rights. While terrorism places human rights in peril and states have a duty to protect their people from such acts, there is also a clear need to ensure that counter-measures remain appropriate and do not themselves jeopardize democratic values. Based on a series of hearings to be held in different countries and regions world-wide in 2006 and 2007, the Eminent Jurists Panel will seek to determine whether current measures are disproportionate in their objectives and how the international community can meet this challenge in a more effective and coordinated manner that respects the rule of law as well as human rights.
