Members of the Eminent Jurists Panel on Terrorism, Counter-terrorism and Human Rights concluded their visit to Israel and the occupied Palestinian Territories today. The Panel, an independent group of eight jurists appointed by the International Commission of Jurists (ICJ), is conducting a global inquiry on the impact of terrorism and counter-terrorism measures on the rule of law, human rights and humanitarian law. It was the sixteenth and final visit of the Panel, which will issue its global report in 2008.

Members of the Eminent Jurists Panel on Terrorism, Counter-terrorism and Human Rights concluded their European Union hearing in Brussels this week. The Panel, an independent group of eight jurists appointed by the International Commission of Jurists (ICJ), is conducting a global inquiry on the impact of terrorism and counter-terrorism measures on the rule of law, human rights and humanitarian law. This was the fifteenth hearing of the Panel’s inquiry, and was organized by the ICJ in co-operation with the European Policy Centre, and hosted by Freshfields Bruckhaus Deringer. The Panel will issue a global report on terrorism, counter-terrorism and human rights in 2008.

Two members of the ICJ Eminent Jurists Panel on Terrorism, Counter-terrorism and Human Rights, an independent group of eight experts appointed by the International Commission of Jurists (ICJ) in October 2005, ended their visit to Canada today. Arthur Chaskalson, former Chief Justice of South Africa and first President of South Africa’s Constitutional Court, and Professor Robert K. Goldman, former President of the Inter-American Commission on Human Rights and former United Nations Commission on Human Rights’ expert on counter-terrorism and human rights, visited Canada as part of the Panel’s mandate to examine worldwide the compatibility of counter-terrorism measures with international human rights law and, where applicable, international humanitarian law.

State officials, lawyers, representatives of civil society groups and members of parliament from Indonesia, Malaysia, Thailand and the Philippines intervened at the two-day public hearing in Jakarta, the ninth of a series of hearings held around the world by the Panel. During its visit, the Panel members also met privately with the Vice-President of Indonesia.

The eminent jurists are part of an independent group of eight jurists appointed by the International Commission of Jurists (ICJ) to examine the global impact of the fight against terrorism on human rights and humanitarian law. The hearing was the third in a series of hearings taking place in all regions of the world this year. Similar hearings were held earlier this year in Colombia and East Africa. The next hearings will be held in Belfast and London on 19-26 April.
